 A Cost-Effective, Innovative Wastewater Treatment Solution


​In 2015,  St. Johns County, Florida, one of the fastest growing counties in the U.S., according to the county government, was in need of expanding their wastewater treatment plant (WWTP) to address the needs of new housing developments.  

Jacksonville Electric Authority (JEA)—the owner and operator of the area’s Blacks Ford Water Reclaimation Facility contracted with Evoqua to complete a thorough project evaluation and recommend best options for providing a cost-effective wastewater treatment solution for the treatment of 600,000 gallon per day (GPD) in a short time frame until construction could be completed on the full facility expansion from 3.0 MGD to 6 MGD. 

 A Cost-Effective Innovative Solution

​Due to the short turnaround time, Evoqua recommended the installation of a reconditioned DAVCO™ 5-stage steel field-erected biological treatment plant for the treatment of 600,000 gallons per day (GPD).  By utilizing a reconditioned plant, engineering and manufacturing time was reduced as well as approximately 50% of the cost that would have been associated with a new plant. 

The recommendation also included a Gravisand® Traveling Bridge Sand Filter to meet tertiary filtration requirements along with design, permitting, project management, foundations, steel tankage, blowers, controls, field erection, field painting, and commissioning labor.   

 Cost-Effective, Fast Results

​During construction, JEA and Evoqua managed several challenges. To avoid area traffic and the heat, the concrete pour for the field-erected treatment plant began at 2 a.m. In addition, the crews had to contend with many rain delays. Despite these challenges, the schedule and budget were met for the project. In fact, the schedule was shortened due to the DAVCO products utilized, and was completed in 109 fair weather days. This quick installation allowed housing developers to move residents into their new homes as they were built.

After the expansion of the Blacks Ford Water Reclaimation facility is complete, the DAVCO field-erected treatment plant will be repurposed in other JEA facilities.

The overall project schedule was shorten considerably with Evoqua’s DAVCO field-erected treatment plant solution.  The coordination between Evoqua and JEA’s internal departments including engineering, operations and procurement was seamless.  All JEA had to do was provide flow and electric to and from the equipment.”
